Good morning all. I am Rhy Maresh, and this is an announcement from your Council regarding our latest meeting.

[He's tired. That much is absolutely clear when the video starts. But the man is still there, clearly trying to present a nice appearance, given the fact that he's dressed to impress. No doubt this was actually official.]

In light of recent developments and the ongoing issues we are encountering with irregular behavior of the Sphere itself and it's dome, a meeting was had about how we are to progress from here. The Council has elected to act with an abundance of caution. As we have all known during the more nightmarish months, things often proceed towards worse before they resolve toward better. While we do not anticipate moving toward what we can imagine as worst case scenarios, we have chosen to prepare for them nonetheless.

Our first decision is that as we cannot be certain if more domes will disappear, and if so when, we have decided it would be prudent for all domes, major and minor, to have a supply of water, food, and medical supplies in case of emergency. In addition, we will be working to make smaller supply packages for you to retain in personal domes. However at this point we believe the largest supply depot should be in the agricultural dome. In addition to this we will be working with the restaurants in the merchant's dome to move what large freezers and refrigerators we can to the agricultural dome. We will also be setting up our large festival tents there to provide shelter in the off chance that people are displaced further from residence spaces.

It is our advice that if you have valuables and mementos you cannot stand to lose, that they be kept on your person if at all possible. Up to this point those who have been displaced have had their personal belongings moved by the Sphere to a new, secure location. However we cannot be certain that this will continue if this trend does not relent.

Further announcements on new ends we will be pursuing will be shared as we reach them.

[There, that's the very serious situation handled. Rhy gives a deep breath and when he shakes his head his curls, a loose tumble around his face, bounce a little and almost get in the way of his eyes. They have to be pushed back before he continues.]

Some of you may wish to know how you can provide assistance. This next portion of the video is for you. There are others we have specific requests of, and those we shall be contacting directly. For general assistance these are what we require.

First and clearly foremost: moving things to the supply caches we intend to create. This will entail moving preserved foods, bottled water, medical supplies, and other needful items to key locations. Anyone able-bodied with time to spare are encouraged to assist with this. Many of our merchants may also have items they need moved into storage we are setting up for them outside of the merchant domes, so you will be able to see them directly to provide assistance.

For those who have... increased strength or specialized abilities: the freezers and refrigerators. They are heavy and normally we have far more time to set up for festivals for all of this. Moving these quickly will be very helpful. There will also be need to gather cooking supplies and tools to take to the agricultural dome. The Council will also be working with our normal festival committees to move what celebration supplies we can use to necessary points as well, including putting up the large tents. Anyone seeking to assist in these specific ends should reach out to Max for direction.

To those individuals who have magical abilities that might be helpful in preserving food in one means or another, contact me. We are looking for ways to further store food and other items, but have limited freezer and refrigeration space. If you have ideas for that, please let me know.

We will also require assistance with ensuring we have proper... supplies for some of our non-standard residents. If you have questions or concerns, or wish to assist us in making sure there are sufficient supplies for medical usage in the future, please contact Laurie.

The council will also be looking for assistance in providing potential entertainment in the off-chance that we find ourselves in closer quarters in the near future. Musicians and others who can provide entertainment can speak to Max or myself. We'll be setting up educational arrangements for people as well, to that end speak to Max.

My ladies, the council is discussing the possibility of adding tents and sleeping areas in the agricultural dome. To that end, we ask if there is any chance you can assist us by turning your work from clothing to bedding. Blankets, sheets, perhaps even tents if we can provide you patterns to work upon. Is this possible? Any free moments I have I shall of course work to assist you in this, if it is alright.

I have a personal favor to ask of you my fellows. There is concern amid the council that if this situation continues, discontent will spread and people may attempt to steal from the supplies we are setting up for everyone. This has happened in the past, and already there is discontent being aimed at those of us who have been brought here by the Sphere. Yours are friendly faces, people that are spoken to. The council asks that you keep your ears open, and if you hear suggestions that people are seeking to steal supplies from us all, or who are trying to add non-essential things to the supplies that might reduce the storage space of needful things, please let us know. If this is not something you wish to do, then we do understand.

My dear, I've need of you. The Council would like to put together a team of those capable of protecting the supplies we prepare. If this goes deep and bad, then there could well be everyone living in minimal amounts of enclosed space. Which could mean riots. The food and supplies need to be safe. We would like to deputize you to deal a team of some we have suggested, and perhaps others you might be able to suggest. Let me know if this is something you are willing to do. And do not think I chose this for you. It was Max that put the idea forth.

The council has very real concerns that in the future, if we are forced into situations where everyone is in close quarters and things become strained, people may try to 'liberate' food. While at this time we are not certain we will reach this situation, or that rationing will be needed, we are still concerned due to the prior behaviors of people in this place.

As such we are hoping to set up a group of people we might call upon to serve as a protective force. We don't wish people to be harmed, but having people to ensure that supplies we set aside survive would be valuable. Yours are the initial names on our list. I ask that you consider this and whether you would be willing to serve. If so, we will set you up with the individual we are seeking to have serve as the deputy of the council. People will most certainly revolt if things continue as they are. I would look to distractions and to moving people towards looking at 'close quarters' in a more positive light. It's best to get ahead of these things before potential riots.

[Llewellyn was a little surprised to hear this, especially that Max was the one who suggested it. If Rhy hadn’t mentioned it, he honestly would have thought Rhy was the one to suggest this. It’s an unfortunately good idea though, especially if things continued to get worse.]

[He supposed he was used to managing small groups of officers already, even if it’s only for brief periods of time. He’s not as experienced as his inspector, but he would do his best.]

Mm... and it’s definitely a good idea to be prepared for the possibility of this getting worse. I haven’t managed to find anything yet in my personal investigations... People are already scared, and scared people do desperate things. I’ve seen it a few times already, I’m afraid.

I do not wish people hurt, you see. We just hope to protect everyone we can. But people can become horrid over attempts to protect them in trying times.

Sometimes all people need is to be talked down from their panic. People hurting one another isn’t going to help anyone at the end of the day, it’s only going to make getting through this more difficult.

Moving things is definitely a concern of ours. There is a concern of needful haste, just in case, but I can not envision a means by which to remedy that.

It is within my power to mentally subdue those in the sphere. The population here isn't too large. I won't be able to also watch Bjart but I can either control the people here or put them in a sleep through this. I think it should be used as a last resort but I have used it to evacuate an entire city before.

If you must concern yourself with Bjart first, that is absolutely understood. We figured this might be something you would need to focus upon. However, just having her as a guard may help dissuade early misbehaviors.
